Gladys Ibarra McGraw, Director of Patient Services
Gladys was born in Chile and raised in Valparaiso until she moved to the United States in 1980. She first lived in Charleston, SC, and worked in various positions with Thalhimers Department Store until 1988, focused on sales, personnel and customer services. Gladys then started her 22-year career with the US Navy at the Naval Facilities Engineering Command (NAVFAC) in Port Hueneme, CA. Over her career with the US Navy, Gladys had many different roles, moving up from a GS-4 to a GS- 13 level, holding a top security clearance, and traveling extensively throughout the United States. She speaks, writes, and reads English fluently, which will make for easier communication with patients, insurance companies, employers, physicians and hospitals.
In her first ten years with the Navy, Gladys solicited, awarded and administered purchase contracts for clients of NAVFAC customers, insured that competition and procurement policies were followed, and maintained accurate contract files so bidding process steps could be properly audited. These skills will be invaluable in dealing with the intricacies of insurance contracts and helping to analyze hospital bills and other payment issues for patients.
Patients can be assured that our Director of Patient Services is very experienced in maintaining data security and confidentiality. For the last 12 years of her Navy career, Gladys served as a Network Administrator and was responsible for insuring that the NAVFAC network throughout the world was up-to-date on a weekly basis. She worked closely with the local Information Assurance Managers (IAMs) at each Naval base on reporting, training, and performing liaison duties; she was responsible for bringing training support to the sites and overseeing completion of IAM certification requirements. Gladys also inspected and maintained Navy applications to ensure they were in compliance with Navy security standards to help prevent attacks to the network.
In 2012, Gladys and her husband returned to Chile to be closer to her parents and become re-acquainted with Santiago and its stunning backdrop of the Andes. In 2015, Gladys returned to the US for her new adventure as Director of Patient of Services for Med Expert Chile where she looks forward to helping coordinate travel and medical care to benefit patients.
Gladys has a Bachelor’s degree in Education and English from the Universidad de Chile, was trained as a bi-lingual Executive Secretary, and did graduate work in Business Administration at St. Leo’s University.
Rodrigo Meneses, Chile Patient Services Coordinator and Administrative Assistant to Dr. Vliet
Rodrigo Meneses was born and raised in Santiago, Chile. His father had a distinguished 34-year career with the Chilean Air Force, serving at the U.S. Pentagon for five years. His father’s Air Force tour provided Rodrigo the experience of living in the United States from age 10 to age 15, where he attended the William Ramsey School in Alexandria Virginia and became fluent in English.
After returning to Chile, Rodrigo served in the Chilean Army with the Department of Communications. Following his Army discharge, Rodrigo has worked in the travel, hospitality, and healthcare fields in the area of client service. His role in patient services at one of the top private hospitals in Santiago included helping patients through the admission process for surgeries and medical care, problem solving issues with insurance and communications with family at home, and assisting international patients with logistics needed to coordinate payment and aftercare for their hospitalization in Chile. He was known as someone who went “above and beyond” to help patients. He also worked in the opening of Grand Casino Monticello as Senior Chief of the VIP area, supervising a staff of more than 80 people.
Rodrigo graduated from University of the Americas in Santiago in Business Administration, and has also completed a Leadership and Coaching course. Rodrigo’s experience with 5 stars hotels and restaurants in Chile and as patient services coordinator for one of the top private hospitals in Santiago have given him the background needed to insure that our patients receive the best ground support possible when coming to Santiago for medical care. He will oversee all of the details of our patient arrangements, from arrival at the airport, to the process of check in the hotel and hospital, as well as coordinating care with traveling companions, family at home, and follow up medical care after discharge. Rodrigo’s knowledge and experience living in the US will be helpful for your stay in Chile.
